There is a permanent stat boost potion and yes, I'm pretty sure it's somewhere in Vale of Shadows. However, it's somewhat random. In different games I've found potions to boost different stats. And sometimes I've not found such a potion at all. I've been through the Vale four times with different parties and found such potions only twice.
My vague recollection is that it's in Kresslack's sarcophagus, if anywhere, but that's little more than a guess.
