I don't know which exact staff you are using but have you tried right clicking on the quick item when in the action screen? If the staff casts either of two spells this would bring up a secondary menu so you can choose which spell to cast. And no, your wizard does notneed to be a speciallty mage if the staff allows all mages to use it.
