It is not just the extra 0.5ApR that Lvl-13 gives you, but the additional Saving Throws as well. Time and time again, it has already been calculated and proven that Lvl-13 is the sweet spot for F->M under the ToB XP Cap.

If you want to go by the SoA XP Cap, you will have two sweet spots. Lvl-7 and Lvl-9.

When you regain back your abilities depend on how you went about racking up your XP. In the default game, it is possible to postpone quests until you have completed Chap5, which means that they will spawn higher level foes for you to defeat, which means more XP.

Party size of course, is also a factor.

By the way, +0.5ApR is not to be looked down upon, if you want to talk about damage output. Especially if you have Improved Haste, and the raw damage of the Kensai.

Comparisons and debates have been won and lost on the 'mere' difference of 0.5ApR.
