Actually there are still BG2 rooms in Gamespy, well, as of two days ago there were.
It essentially just provides an easy avenue for gamers to find people looking to multiplayer with anyone - even strangers - for any number of games.
Of course, you don't need Gamespy to play multiplayer... you can just as easily use the in game connection possibilities to play with friends.
