There have been quite a lot of threads on killing dragons and a few quick searches would probably provide all the advice you need.
But, since you asked... You are not alone in finding Draconis to be an extremely difficult opponent. A general principle would be: if your current tactics are not working, try something else. Spend some time sifting through the spells you have in your book to see if there are any offensive or neutralizing spells that you haven't used much.
When Six says "Find out exactly what Draconis does that makes him difficult to defeat" I understand that to mean: analyze the protections he employs, the resistances he has, the battle feedback you get as you bash away ("weapon has no effect" is usually a good clue that you should check your inventory for something else that might be more effective). It may mean pausing and looking back through the text and then searching for a counter-attack or spell that would neutralize his defenses.
With your party, there are quite a few things you can try.
- Jaheira should have some very nice Druid spells at this point that can at least distract Draconis and perhaps even disable him somewhat.
- Aerie should be virtually invincible with defensive buffs (both Cleric and Mage), high level spells to lower his defenses and decrease his magic resistance, followed by high level attack spells from both sides of the scroll. She could probably kill him all by herself.
- Your mage should be pretty high level at this point and possibly you have all of the HLA spells with at least two or three 9th level spells memorized. Time Stop. Improved Alacrity. Spellstrike. Pierce Magic. Breach. Lower Resistance. Abi-Dalzim's, whatever else you think of.
- Distract with summons, then have Minsc and Sarevok pummel him with any +4 or +5 weapons that you might have lying around. As stated above, the supposed "Dragon-killing weapons" are pretty much a waste (and misleading as well). It makes me wonder if the evil dragons got together and forged a bunch of crappy weapons so that naive adventurers would think, "Dragon's Bane... this sounds like an awesome weapon. I'll keep it in my bag of holding for the next time I come across a dragon". It seems like something they would do for amusement.
Ok, I'm out of ideas. Bottom line: if your tactics didn't work, try something new.
