Rather no boots of speed, for they have no effect on him, though the spell does. He's not wearing any movement related items, and unless he's got equipped a jockstrap of outstanding freedom, I can't see why it still doesn't work when I remove all his items.

I have installed the Baldurdash ToB fixpack and some minor mods, mostly of the tweak-existing-things/banter pack variety.
