[Kazilan]

I'm currently near the end of TOB, and just noticed something strange. Haer'dalis has two stars in short sword and long sword prof, yet his attacks per round dont increase when I equip one in his main hand. Is this normal? I thought he should get an extra half attack per round or so with two stars in a weapon. I can get by without it (I have for a while), but I only just noticed it and it bugs me. I've got soa+tob+patch+baldurdash installed.
