Are the torches lit?
If not, do you have anything to light them with? (Both something to burn and something to light it with)
If yes, are they lit in the correct configuration?
BTW, hold on to the notes for now.

[ED: I should have mentioned - you need three types of combustible material. Everything you need is found on the same level.]
