Not sure about the movie (can you give me a title?) but he was the professor in TMNT2. His name is David Warner, and I've sung his praises on the SoA board quite often. Do a search for "voice acting" on the SoA board to learn more.
EDIT: That movie is "Wing Commander" and he does indeed play the good admiral. Turned on the TV, flipped to sci-fi, and there he was.
