Assassin is right, Lord. At least, as far as Dual-classed characters go.
True-class: 3 million EXP
Multi-class:
Total of 3 million EXP
Dual-Class:
Active class has 3 million EXP
Let's say you want to make a Human Fighter->Thief. You go to Level 20 as a Fighter (3,000,000 EXP), and gain your first HLA. You continue to level up (and gain HLAs accordingly) until you hit Level 24. You now have 5 Fighter HLAs. Now, you Dual-class. Your Fighter class is now Inactive, but thanks to the benevolent folks at BioWare, you can still use your Fighter HLAs. [i]You will not gain any more HLAs, however, until
after your
second class reaches 3,000,000 EXP--in this case, Thief Level 24. After one more Level Up, you get your Fighter half back, and soon you'll hit the cap as a Level 24/28 Fighter->Thief, with 5 Fighter HLAs and 5 Thief HLAs.

As far as I know, that's only true of the Ranger/Cleric, a class which has a LOAD of funky-ass stuff going on. True, R/Cs get 2 HLAs before their total EXP hits 3 million, but then they miss out on 2 HLAs later on, so it evens out.
