Well, yeah, you can do pretty much most of the quests without doing the romance. And I have always questioned what role the locket really plays (unless you play with the flirtpack, then there is a mention of it). But I was just stating what I have done that works well (other than the one error with having to wait a little longer to get the Bandits). I just finished the whole thing again in one chapter. I looked up spoilers on the romance, and it simply states that you have to be outside for Dermin to appear, so yes it can happen in middle of the Bridge District, or anywhere else outside. However, there are some romance options that only work when you rest out in BFE (I honestly don't know if it freezes the romance if the condition is not met, or if it goes on and then comes back to that dialog when the condition is met). And if Dermin has not appeared by a certain point one of the later dialogs in the romance forces him to appear the next time you rest.

Hey, if you've gotten it to work without some of the quests/events, more power to you! I just believe in dotting my I's and crossing my T's with that romance, since it can be a pain to have the circumstances roll out just right.
