In my current game, we've just entered Chapter 5. I did everything I could for her Quest and Romance in Chapters 2 and 3, but both plot lines seem to have crashed and burned before the end of the second week. No flirts, no LoveTalks, no Meronia. I stayed in Chapter 3 an extra week (doing nothing, and avoiding Quest EXP like the plague--saving that for Imoen), sitting around and waiting for Jahiera-related stuff to happen, but nothing doing. I am sorely tempted to hack my Blade of Roses into her Helmet slot and leave it at that.

I've successfully ran through Jaheira romance several times, including the recent SoA to ToB twice (I just like her somehow ^_*)...based on my experience...
{spoliers}
1. you don't need to be in romance with Jaheira to get those Jaheira quests (her getting curse, the WHOLE harper affair; that is, even you aren't romancing her, she can still get the harper's pin, the difference is that if you're romancing her at the time, you [PC] will get extra XP when she gets Harper's pin)
2. the required events and most love talks occur ONLY in Chapter 2 and 6! for example, there's once the next required event was that she left the party to harper's hold, and I got her note from Terminsel when I woke up outdoor, it occured immediately after I returned from the underdark; that is, this event was waiting for the Ch. 3,4,5 to pass to occur and there will be nothing happening during those long days. so...sitting around doing nothing in Ch. 3 wouldn't help you...doing that in ch. 6 will.
3. Many of her love talks are triggered while your party REST (some require to be resting OUTDOOR, and some anywhere would be fine), and most importantly, if you by any chance give her "wrong" answers while love talking, the romance just screws. Once, I told her that "if you cannot follow the order of city, you'd better live along" (I thought she'd like that) when she talked about nature and city, and that was a wrong answer~_*
4. buying her the locket is OPTIONAL to either the Jaheira Harper quest or Jaheira romance. and went deep into harper quest without her being cursed is bizzre but possible...that is, you probably never entered the Sean's Bounty inn? the curse quest mostly is triggered the first time you enter the sean's bounty inn with Jaheira in your party.
most of the time I finished the romance in Ch. 2 and once in Ch. 6. Jaheira romance is different from Viconia one (Viconia romance proceeds regardless of chapters; most of time I finished Viconia romance in ch. 5 and you can NEVER finish Jaheira romance in Ch. 5 for Terminsel will not show up in the underdark) and you cannot do the Jaheira romance in the same manner you do the Viconia one. so...if you're in between ch. 2 and 6, you'd probably better consider that it's a "dead" time for Jaheira romance (thus it might be fun to have concurrent romance tweak...while there's no Jaheira you get Viconia romance going with you through those long days ^_*)
