Yesterday, I completely restarted the game. Same PC, same NPCs, same quest order, etc. Same as before, we zipped through Chapters 2 & 3, with Improved de'Arnise being our only major quest, although this time through, we did Xzar and Ployer right away. We just got to Brynnlaw.
Romance Status: After each LoveTalk, I try to initate a flirt. No dice yet, but we're still not very far (I think we're on the one after "A copper for your thoughts"). However, we zipped to Chapter 4 even quicker on our previous game, and still got a few flirts in before Chapter 4.
Quest Status: It's been more than a week since we handed over the Harper Bird.....and STILL no F'n Meronia!!!

Make sure you do all four of these things first:

 1. Harper's Hold quest
 2. Ployer/Curse quest
 3. Buy her the locket from the merchant in the Docks district
 4. Bandit quest
Make sure you buy the locket before finishing the third of the quests. Bandits only appear when sleeping outdoors.

The best advice I can give to you to get the romance going is to spend a lot of times in outdoor settings. Meronia will come wherever you are at, but Dermin only comes when you are outdoors (Druid Grove, Nalia's keep if you did not accept stronghold, etc.). Also, before you head to chapter 4, get to the point where Dermin and Jaheira fight. Otherwise, they pop up right when you are about to talk to the elves in Chapter 6, which turns them hostile, preventing you from finishing the game.

What I did to "unfreeze" the romance:

Went to the Druid's Grove, stayed in one corner (away from any monsters). Slept. If no Bandits appear, then what I recently discovered is that they will only appear after a certain number of lovetalks and a certain amount of gametime. To get to that point, pause the game after waking up, then go do some other activities around the house (watch TV, clean, etc.) for about a half hour to 45 minutes. Come back, and when you unpause you should have the lovetalk. Rinse and repeat. Alternately, you can use SK to set ahead the time, but considering that I am cleaning the house right now I just used the former method. Also, I found that Dermin will only spawn if you rest, and only in outdoor settings, and only after a certain number of lovetalks. If you reach a point where she is not talking anymore, then rest. If he still does not show up, then go to another outdoor area, then rest. He should appear then. If not, have some more lovetalks (eventually, if you get far enough in the lovetalks, the game forces him to appear the next time you are outdoors). Finally, some of her lovetalks only happen if you rest outdoors. So if after waiting/setting ahead the time, a lovetalk does not occur, then rest outdoors. Best bet: do not go to Chapter 4 until you finish the romance.

I used this method to blow through her romance in one chapter, and am doing so now in my Holy Liberator game ( Cavalier is better IMHO, but still playing through for the roleplaying). This method of "speeding up" the romance works for Aerie and Viconia also.
