You should install the TOB Official Patch first, then the Baldurdash patch should go into the Override folder.
With the other mods, you should extract the downloaded file to your main BG2 directory, and then run the Setup-Foo.exe file. Don't extract further than this yourself, or it won't work... the mods modify existing files rather than completely overwriting them.
