Small nitpick: The Wands of Spellstriking are also useable by Bards.

Small trivia: Mages, Sorcerers and Bards' Breach is an Abjuration spell - while the Wands' Breach is not. It's not treated as a 5th level spell, too. Feel the potential?

As for your actual post... I have to disagree. Allowing this Wand to be used by other classes will seriously unbalance the game in favor of non-magical soloists - who will have a grand day when they'll put their hands over this baby, knowing that no stoneskinned wizards is going to stand in their way from then on.
