Jumping into the Monastery may be a problem. I'll have to check whether that actually can happen.

Well and good, but that still doesn't address the problem of people jumping to places where they can't be reached, and gunning away with impunity. Other "obstacles" might include:- The Walls of Force that keep you out of the Pocket Plane challenges until you're ready to face them
- Other Walls of Force in the Marching Mountains
- Leaving Saradush by leaping over the moat

I'm not entirely sure which HLA you're thinking of here.

Since I haven't installed Oversight, yet, I'm not sure either--I was simply going by daan's quote: "...really good HLAs are IMO the fist that knocks people out ( I believe it is without save or MR check )."
As for not even being able to manipulate Movement Rate while under Free Action:
POOPIE! [/QUOTE]Cheese is always possible in an infinite array of possibilities. It is up to us, the users of the mod, wether to use the cheese aspect or not. (And most of us who play with Tactics, Improved Ascension battles, Insane mode) play not for the cheese factor, but for the challenge factor. So, it's pretty safe to say using the Dimension door is a moot point, an exploit among a million others that people can use to make the game cheesier/easier, so simply removing this ability would be in the spirit of removing cloudkills, Mislead backstabbing, and many others. We all know cloudkill and mislead have a legitimate use, but it can also be exploited. So, nothing we can do about that.
Anyhow, My opinions

After soloing through most of the game with a monk and the oversight mod), most of these new abilities add a convenience factor to the battles. Whereas before, we had to wait while the Mage's spell defenses wore off and just took everything he threw at us with 98% MR, now we can simply breach him and go for the kill. Easier? Yep, the end result isn't much difference, considering the Monk is already one Uber duper insanely powerful class, and these new abilites do nothing to detract from those benefits. The other skills also amount to something along the same lines.
The end result? The monk is more powerful than he was with the fighter HLAs, (Which, IMO, not suited for a monk's strategies) But does that make the HLAs significantly overpowered? Nope, it just means the Monk, with or without HLAs, is one bad mofo. We can try enacting a mod that completely remodels the monk, and that will probably bring this issue to a more arguable and legitimate level.
