Gabrielle, Xen, you forget about the Baldurdash fixpack.

Install it after the TOB Official Patch, but before any mods.

In my game, Ctrl-R healed hitpoints before formatted my computer, but since then has acted as Restoration, healing aswell as removing all effects.
Before the format I had both Debug Mode = 1 and Cheats = 1 in the ini file; now I only have Debug Mode ... which, for me, *did* enable the Ctrl - Cheats. So, yes, it possibly could be a difference between those...
