You would think so... but no.

Just use Near Infinity or Shadowkeeper to browse through some .CRE files. By the time both weapons are fully assembled, enemies are more likely to have X% resistance to physical damage rather than X% resistance to elemental damage all around. In addition, Ages will cuts through Stoneskin while Ram won't.

Still, for fairness, i left this matter aside - pure damage was my interest.
