AFAIK, when you kill the Ravager, Solar waits for you and sends you to the final battle. I think there is a cutscene before it, though. Did the Solar summon Melissan?
If not, type
CLUAConsole:SetGlobal("TalkedToSolar","GLOBAL",5)
and then (if Solar doesn't appear)
CLUAConsole:CreateCreature("Solar")
Hopefully, this would make the Solar to start the conversation:
"The greatest of the Bhaalspawn, the Five, have been destroyed, godchild."...
