Can she get in to the Palace? If she can get in, is there anyone inside, including upstairs and in the basement? Not even guards?
Slight Spoil....
If she can't get in she can try the switch on the roof tiles (lights up blue with the cursor over it) to get in and see if there inside. If there's still no joy then try deleting the area from your override folder, which will refresh it for the next time you enter and may re-set the quest log (can't remember the area code, but look on the site - it'll be here somewhere).
And ... if all else fails ... there's the last savegame file ...
