The tactic I used to smash Draconis is the same method I employ with any other dragon and it works sweet. Give your tanks some dragon killing weapons (drgns Bane +3, drgn Slayer etc) and whatever combat protections you've got (ironskins) and have them surround him along with a few tough summons of your choice. These guys will keep him occupied and probably even hurt him but the killing blow is gonna come from your wizard/s. While your tanks hold him up cast lower resistance several times, simultaneously if you've got more than one character to do it. Then cast Energy Blades and Time stop and let fly. You should be able to chuck all 20 or so blades (depending on your level) in that time and if his health is at the injured level then he'll more than likely croak.
If you don't have Energy Blades then Magic Missile is a great substitute. Surprisingly, MM seems to be very effective against dragons whereas many other high level enemies are immune. Simply cast Time Stop and Alacrity and fire off six MMs and if you're really keen a spell sequencer and a spell trigger (and maybe even a minor sequencer) all comprising of MMs. That's 14 consecutive MMs and even if each individual missile does an average of 3 damage, your gonna inflict at least 210 damage in one hit!
