InsaneBane, my dear F.o.P. representative, let me reassure you that both Mr. Baggins' school and his kobolds are as real as the funds he is receiving from his fellow colleagues at BYOB. The reason you have not found any educated kobolds in your journeys through the Sword Coast is that Mr. Baggins keeps his charges closeby, and all those who wish to learn are doing so in the relative safety of his village. Those who have no desire to give up their ways of life leave, it is true, but they leave with their education lacking. They are in no way comparable to the envisioned end products of this particular experiment.
As to your other concerns, I am sure that on the off chance that Mr. Baggins is indeed raising an army, and evidence of such intentions is severely lacking, there will be plenty of heroes, as well as regular soldiers, to combat this theoretical threat. Is it not the task of organisations like the F.o.P. to ensure heroism remains profitable, and heroes keep their weapons sharp? If kobolds are to be intigrated in our society, should not you teach your followers to use another foe for target practice instead? If you do your job then Mr. Baggins can do his, and it will (hopefully) be to the benefit of us all.
