mages past level 10. only get 1 hp per level + CON boonus (maximum of +2 at 16 CON). Before that point they get D6 + CON bonus.

Fighters get 3 + CON bonus, with a D10 before level 10.

In other words, its not a bug.

EDIT - excuse my idiocy. Im thinking of PS:T. In the forgotten realms, you dont get the CON bonus past level 10 either. Sucks, but there you go. IN any case it still not a bug.
