Have anyone ever asked the kobolds IF they want to be civilized and educated? Maybe they just happens to like their current lifestyle. Maybe they just want to live in their own community, without interference from halflings and other so called civilized cultures.
Maybe they just like the sport of killing and being killed. After all their genes seems to support their bad habit of getting killed by adventures all the time, by making the kobolds able to reproduce themselves at a very fast rate.
