Obsidian is correct about the strongholds, so all I can do, is to answer your other questions.

1. Yes, the temple of Helm is your stronghold. [img]smile.gif[/img]
2. Fighters, Mages, Sorcerers, Druids, Monks, Barbarians, Rangers, Bards, Druids and Thiefs owns their strongholds, and runs them. Clerics and Paladins only gets to be a member in their strongholds.
