I think you misinterpreted yakmans journal then ...
If you follow his directions, the last area ( the area with the portal to Lvl 4), should have a Cambion in it, who wants to gamble you for the last gem you need to open the lvl 4 portal.
If you didnt encounter the cambion, his 4 tiefling friends and his 2 fellcat-pets, you didnt follow yakman's directions right.
If you did, and allready have the assembled rod you need to open the portal in your backpack, it's a pretty weird bug, since that portal should take you to lvl 4 .... I guess you should visit baldurdash, for a fixpack in that case
