Not quite.
There is a bug in the code that permits you to wear both an item of free action and another of haste simultaneously, but they aren't supposed to work that way. If you don the free action item first then the haste one, the haste is cancelled. But if you don the haste item first then the free action one, you get both effects simultaneously. Like I said, a bug.
