Immunity to time stop (I would call it "temporal stability") is one of those esoteric chi abilities that monks may develop after years of meditation and practice at channeling their chi.

Or perhaps it was so that kensai/mages couldn't simply cast Time Stop, turn on Greater Whirlwind, and beat the snot out of Balthazar in about 10 seconds.

In that sense, it's much like the wonderful effect "immune to backstab" that won't let kensai/thieves do 100+ damage in one hit.
