As to question two: you can go to WK at any level you want. The difficulty of WK varies to how strong you are.

Go to the Acid-library. In the top shelf there, you'll find a key that opens the south door to the Acid-room. Open that door.
And now, if you have the fan turned the right way, you should be able to open the door to the Ice-room.
