It is part of the Pantaloon Quest. The reason why most people do not talk about it is because it requires three pantaloons from three games( and not many people have all three, or are patient enough to play through all three).
Baldur's Gate 1( Gold Pantaloons),
BG2_SoA( Silver Pantaloons),
BG2_ToB( Bronze Pantaloons)
Collect all three and go to a Dwarven smith in the desert town in ToB. He will create the BMU and several weapons for you.
