I don't think that the romance dialogues in TOB are timed like in SOA because when ever I play they seem to appear at key points in the game rather than random like SOA. And the key points are quite far apart so you dont get much of them here are when I seemed to get them (with Viconia):
The first one I think was timed and was near the start of the game when she started the romance off again.
The second was either just after or just before Sendai, where she asked If I planned to follow my heritage and become a god.
I dont know how far you have got with the game so these could be spoilers so read at your own disgression.
The 3rd was at the end of the game just before fighting mellisan where she said she wouldn't be dissapointed If I became a god.
And the Final was after the battle.
Don't hold me to this though it is only the way it happened to me, hope it helped.
