Yep, if you are big on whirlwind, shields are logical. If you like smite and critical hit more, then use 2 weapons... Seems pretty logical. I had keldorn running around with Purifier and Foebane. He was tough!

Shield of reflection is a true gem.

Darksteel is nice, but Shield of the Order seems better to me. Saving Throw bonuses are nice.
