The white dragon scales are somewhere on Level 4 of Watcher's Keep. (the demon maze). Unfortunately (or fortunately maybe) you don't actually get to fight a White Dragon to get them, they are just lying on the floor. Thieves can't wear the blue dragon armour (the scales for which are in Abazigal's lair, on Abazigal himself!) unfortunately.
Other good leather armours are the Grandmaster's Armour (AC 1, doubles movement rate) on one of Gromnir's minions, and the Armour of Thorns (AC 1, permanent thorn "fireshield"), somewhere in Sendai's lair.
