They give a +1 bonus to THAC0, AC+1 and an extra 2nd 3rd and 4th level spell.
You get the nymph's tear in the Forest of MIR, on a slab proped up against the wall at the right hand side.

EDIT: When you first get the bards gloves, they do nothing. Visit cespenar and give them to him along with a diamond, a saphire, a rogue stone, an emerald and 5000GP to make the wonderous gloves detailed above.
