A Mage will probably beat any other class at 30/40th level because of the twisted spells he can use but characters with high magic resistance can take a mage out quite easily especially when they run out of spells.
All classes have strengths and weaknesses so as for what's the best class its a matter of personal choice once you get to level 20+.
Bards can only ever cast 6th level spells in ToB
