yeah, that's basically it. each NPC you summon will be of an appropriately high level and have an assortment of pretty powerful class-related items for him/her to use until you get them something better.
the romances will continue so long as you play straight through the final fight with irenicus to ToB and not start a new game, and providing that you made it through the majority of the romance in SoA.
