Monks and clerics begin to get these abilities at 2.7 million XP. That means monks and clerics level up twice before the Xcap and therefore miss choosing two class abilities. They will still get these as there are less abilities than levels between the 2.9 and 8.0 million. But you still miss choosing the first two times.
