Even though it makes all the sense in the world, that rule is not implemented in the game. Your pureclass Mage can walk around with a feeble 9 INT and still be just as effective a spellcaster as if he were twice that smart. According to BG, INT only matters while you are in the act of scribing spells. And for Lore and some conversation responses. [/QUOTE]and maximum spells per level. A wizard with INT 9 can only learn 6. Granted there are potions to temporarily improve it but still you'll need lots of them if your INT is that low.
