What are you talking about? The merchants do not have an access to any magical powers. I think it is simply a limitation of the game engine that causes the rods to be recharged.
You can check this easily by attacking any merchant. They will usually die after one or two hits. Don't you think if they had any magic powers they would be able to defend themselves? or at least cast some spell.
And it is not an item the merchants carry that allows them to recharge rods. I checked and killed some of them and they drop nothing like that. When I checked shadowkeep I could find no 'recharger' item either. Though such an item could certainly be useful for my adventurers

Like I said I think it's a bug of the game engine that was overlooked by programmers. Can anyone verify this for sure?
