[Flaming Fist Enforcer]

The exact same thing happened to me. I spoke to Saemon in the tavern and then I qsaved the game. I had to reload a game eventually and when I did I was in the tavern and Saemon was standing next to the door as he did not manage to get out before I saved the game. I spoke to him again and he asked me to bring him the horn. So I went to get it and when I returned with it he said that we are ready to go. The next thing I know, the whole party stands in the same ARea (the inn) only on a different location and the pirate lord comes asking for the horn although there was noone in there but us and the local drunks. That's when I realized (I'm quick, aren't I?) that I f***ed it up and had to reload my 'exit from the spellhold' save.

So go to the inn and see if Saemon is still there (he should be on the eastern part of the docks). If he is, you'll have to reload your game, speak to Saemon for the first time in the inn and let him get out of the building before you can save the game.
