Believe it or not, Scar actually DID advise you to start your search in the east sector of the city; thereby, making the culprit of the crimes almost impossible to miss. And yes, it is an Ogre Mage.
P.S. Anyone ever actually have trouble with Ogre-mages at this point in the game, or were you, like me, remembering harder fights you've had with a pack of gibberlings?
