If you are starting you character anew in BG II, you can only choose Minor Spell Sequencer if you are a pure class mage or sorcerer. Any multi-class combination will have your mage's spell picks capped out at level 3.

Also, you only end up with a higher level starting character if you have TotSC installed.

EDIT] Followed the link in the above post... if thats the walkthrough you're using, i wouldn't. I didnt read the walkthrough, but just by looking at the tips section i can tell that this guy doesn't have a clue about the spells and how they work in this game.
