Well is nalia in your party? If she leaves you can tell her to stay put or to go somewhere. If you told her to stay put she wont move so try looking there. I think you can also tell her to go wait outside in that little fort thing outside the keep. If you cant find her I'm pretty sure you can make her appear with shadowkeeper ( A game editor) which can be found here at
