If you only found one flail head, then I doubt you've searched every room. You should have 3 flail heads by the time you leave the Keep (IIRC).

If you got 29K experience, then I assume you did clear out the basement. You found Lady Delica Caan. Did you also meet some golems? If not, there is still some work left to be done.
