Well, as for user restrictions on its current form, this is what Aragorn has to say in Book 3, Chapter 6, "The King of the Golden Hall": "...I command you not to touch it, nor to permit any other to lay hand on it. In this Elvish sheath dwells the Blade that was Broken and has been made again. Telchar wrought it in the deeps of time. Death shall come to any man that draws Elendil's sword save Elendil's heir."
Now, whether this death would come from the sword itself or from Aragorn kicking the ass of whoever insulted his house, is not mentioned. It's probably the latter, due to the low profile of magic in LotR, but I can't think of a single instance where Narsil
was touched by anyone save Elendil's next of kin.
Riftmaker, can you be
sure that there was only one Balrog left? After all, if there was another one still buried somewhere, there's at least one Maia left in Middle-Earth (Bombadil) to balance it out.
