I did some research, and some people say that playing BG2 in OS9 causes the cheat codes to work, while others don't.

You could try that and see what happens.

Also, are you SURE you edited the baldur.ini file?

Edit the baldur.ini file and under "[Program Options]" put "Debug Mode=1". Make sure you don't type the quotes in either.
