Number 2 is from Unfinished Business. The "proper" order is Tolgerias (in the Gov't District), then Valygar's Butler (in "Valygar's Home" in the Docks), then Suna Seni (you already know where).
It may be that you talked to the wrong person (Lush?) or that you need to go to the Docks, then back to Suna Seni.
