Ok, if you want spoilers....
One part is with the Shade Lich in the Lower reaches near Gaal. The second part is with the Elemental Lich in a house just left of the Twisted Rune's lair (Bridge District, near Delosar's inn IIRC). The skull is in the Docks, as you already know. You will have to fight Kangaxx, twice in a row; he's worth about 55000 xp and drops a very powerful ring.
