if you enable cheat mode (i wont tell you how, it spoils the game IMHO) and make a new character, when setting your stats (strength, dexterity etc.) you can press Control+8 to get all 18's
Cheat mode also does other things, which I won't go into too much detail
stuff like healing, instant killing, jumping to the cursor etc.
You could always wear the ring of human influence when buying stuff
but it might get a bit annoying, stopping and changing all the time
