Kangaxx, himself, is in the docks district. Just look in every building; IIRC you'll find minotaurs when you enter the right building. Go downstairs after you hand them their heads to find everyone's favorite disembodied talking skull. Oh, and like Dundee & Co. said, save before you talk to him.
